It is an independent organization and an affiliate of Manchester Bidwell's National Center for Arts and Technology.

Brockway Center for Arts & Technology (BCAT) opened in May 2013. Its primary focus is to provide people with an opportunity for success. BCAT, a 501(c)3 organization, was established to expose high school students to the arts and to provide job training to unemployed and underemployed adults at no cost.
